The United Kingdom and France to Deploy Troops to Ukraine if a Peace Deal is Agreed

Placeholder Diplomatic Meeting

The London and Paris have formalized a declaration of intent concerning the stationing of military forces in the nation should a peace deal be concluded with Russia, the UK Prime Minister, Starmer, has announced.

Subsequent to discussions with Kyiv's partners in Paris, he indicated that the two nations would "create military hubs across Ukraine and erect secure facilities for arms and defense matériel" to prevent any future attack.

The partner countries also proposed that the US would take the lead in verifying a halt in hostilities.

The Kremlin has repeatedly warned that any external forces in Ukraine would be considered a "valid objective", but has not yet commented on this recent announcement.

The Situation and Continuing Conflict

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Moscow at this time occupies roughly 20% of Ukrainian territory.

"This constitutes a crucial element of our vow to stand with Ukraine for the long-term," stated the UK Prime Minister.

Heads of state and senior officials from the "Allied Coalition" took part in the recent discussions.

Speaking at a joint press conference, the Prime Minister further said: "It establishes the framework for the operational parameters under which allied and coalition forces could function on Ukrainian soil, securing Ukraine's air and maritime domains, and restoring Ukraine's defense capabilities for the years ahead."

The UK prime minister also stated that the UK would participate in any Washington-directed verification of a prospective truce.

Protection Pledges and Negotiation Stances

Top Washington representative Steve Witkoff remarked that "lasting safety pledges and strong reconstruction vows are vital to a enduring ceasefire" in Ukraine – mentioning a major requirement made by Ukraine.

Witkoff said the allies had "substantially agreed on" their work on finalizing such guarantees "so that the Ukrainian people know that when this war ends, it ends permanently."

Donald Trump's son-in-law, ex-President Donald Trump's representative, also participated in the discussions.

Separately, President Macron Emmanuel Macron declared that Ukraine's allies had made "significant progress" at the talks.

He said that "comprehensive" security guarantees for Ukraine had been settled upon in the instance of a potential truce.

Ukrainian President Volodymyr Zelensky commented that a "huge step forward" had been made in the talks, but added that he would only view efforts to be "adequate" if they culminated in the end of the fighting.

Earlier, Zelensky said a peace agreement was "90% ready". Settling the last 10% would "shape the outcome of the agreement, the destiny of Ukraine and Europe".

Outstanding Matters

  • Sovereign soil and defense assurances have been at the forefront of ongoing disputes for negotiators.
  • Moscow has repeatedly warned that Ukraine's forces must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, dismissing any concession over how to finish the war.
  • Zelensky has thus far excluded surrendering any land, but has floated the idea that Ukraine could move its troops to an designated point – but only if Russia reciprocates.

Moscow presently controls about 75% of the Donetsk region and around 99% of the adjacent Luhansk. The areas form the industrial region of the Donbas.

The earlier US-led multi-point proposal that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being strongly biased in Russia's favor.

This triggered a period of focused diplomacy – with Ukraine, the US and European leaders trying to amend the document.

Recently, Kyiv sent the US an new framework – as well as additional documents describing possible security guarantees and arrangements for Ukraine's rebuilding, he said.
